It seems a little random but happens around 80C. I have tried setting my fans to a fixed % and Fan 1 will still raise to 4100+ RPM. I've attached a screenshot of Precision X1 when it was happening. You can see Fan 1 is at 4120 RPM while Fan 2 stays at the fixed 71% I manually set.

I think you meant the CPU Fan being noisy since based on the rpms the cpu fan is spinning almost twice as fast as the case fan. It could be normal when the cpu gets hot (while gaming or running heavy cpu apps this is normal for cpu to warm up). I would get a cpu temperature reading while the pc idle and while it's under heavy load. If the fans on a graphics card are a little loose then it can result in additional noise due to vibrations. So, make sure that the fans are tightly held by screws and also the shroud does not have any vibrations. In such cases, you may hear a rattling sound from the fans. Could be Coil Whine.
